For sites that cannot export to the grid — one-directional consumption is sufficient for FCR-N and demand-response markets.
Sites with controllable industrial loads — motors, HVAC, production lines, data centre cooling — can participate in balancing markets without installing a battery. One-directional consumption is enough. ISP Energy aggregates your flexible capacity into our Virtual Power Plant and pays you a monthly revenue share.

Rapid on-site commissioning
Real-time monitoring & dispatch
A Virtual Power Plant (VPP) is a digital platform that aggregates and controls distributed flexible energy assets — BESS, industrial loads, generators, and data centers — coordinating them as a single controllable unit in reserve and balancing markets. ISP Estonia OÜ operates VPP solutions for existing electricity consumption connections from 500 kW.
Aggregates multiple flexible resources — BESS units, industrial loads, district heating, logistics — under a single control system, enabling participation in markets that require minimum 0.1–1 MW bids.
Receives activation signals from the transmission system operator (Elering) and automatically adjusts load or generation across all assets within seconds.
Balances supply and demand in real time across the entire portfolio, maximising revenue while maintaining full grid compliance and protecting clients' primary operations.
Provides contracted reserve capacity (FCR, aFRR, mFRR) and activates balancing energy on demand — generating revenue from every market simultaneously.
Under the Electricity Market Act (RT I, 2003, 25, 153 — most recently amended 2023), independent aggregation is permitted in Estonia, allowing flexible resources to be combined outside the traditional retailer–Balance Responsible Party (BRP) chain. Independent aggregators operate as Balance Service Providers (BSPs) and are not tied to a specific retailer or BRP. ISP Estonia OÜ holds a full BSP license under Elering and handles all financial settlements with balance responsible parties in accordance with the Estonian market model.
Estonia leads the Baltics in regulatory openness. Multiple balancing markets are already live — with mFRR opening to independent aggregators in 2026.
Frequency Containment Reserve for disturbances — the highest-paying Baltic balancing product. Cleared hourly with capacity + energy payments. Min. bid 1 MW. Open to independent aggregation.
Continuous frequency regulation in the normal operating band (±0.1 Hz). Daily clearing, capacity-only payment. Min. bid 0.1 MW. Open to independent aggregation — accessible even for flexible loads.
Automatic Frequency Restoration Reserve — contracted capacity payments plus activation energy. Min. bid 0.1 MW. Open to independent aggregation and expanding across the Baltic region.
Manual Frequency Restoration Reserve — expected to open for independent aggregation in 2026 per Elering's TSO working group roadmap (Q1 2025). Min. bid ~1 MW. A significant new revenue stream for all active VPP participants.
| Market | Description | Clearing | Revenue Model | Min. Bid | Status |
|---|---|---|---|---|---|
| FCR-D Up | Disturbance reserve, upward activation | Hourly | Capacity + energy | 1 MW | Live |
| FCR-D Down | Disturbance reserve, downward activation | Hourly | Capacity + energy | 1 MW | Live |
| FCR-N | Normal frequency regulation ±0.1 Hz | Daily | Capacity only | 0.1 MW | Live |

A seamless 5-step process — from site assessment to your first monthly payment. ISP Energy manages every stage including permitting, financing, equipment procurement, construction, and commissioning.
Free evaluation of your grid connection, capacity, voltage level, and revenue potential.
Simple partnership agreement. ISP Energy handles grid studies, permitting, and technical design.
We procure, deliver and commission your BESS or flex load unit within 4–8 weeks.
Your unit joins our Virtual Power Plant, trading on FCR, aFRR, mFRR and Nord Pool markets.
Monthly payments — 50% of net profit. Transparent reporting every month.
Not every site needs a full battery system. Flexible industrial loads and load banks can also participate in balancing markets — with simpler grid requirements and faster deployment.
Full bidirectional battery system — can both charge from the grid (import) and export back. Required for FCR-D, energy arbitrage, and maximum revenue potential. LFP lithium-ion, 150 kW to utility scale, containerised or cabinet format. ISP Energy funds 100% of CAPEX.
Factories, data centres, logistics hubs, district heating facilities, and large commercial consumers can participate in FCR-N and demand-response markets using existing controllable loads — no battery required. ISP Estonia OÜ specialises in integrating industrial and infrastructure facilities into VPP platforms through existing electricity consumption connections from 500 kW.
To provide a binding commercial proposal, we need a few key details about your site and grid connection. Every connection point is unique — our experts perform detailed technical and commercial assessments to determine project viability. The site assessment is always free.
Revenue depends on your unit size, connection type, and current Baltic FCR market conditions. Your 50% share is paid monthly after ISP Energy deducts all operating costs including O&M, grid fees, and insurance. We provide transparent monthly reporting so you always know exactly where your income comes from.
