How the VPP works

A Virtual Power Plant (VPP) is a digital platform that aggregates and controls distributed flexible energy assets — BESS, industrial loads, generators, and data centers — coordinating them as a single controllable unit in reserve and balancing markets. ISP Estonia OÜ operates VPP solutions for existing electricity consumption connections from 500 kW.

Legal Basis — Estonian Electricity Market Act

Under the Electricity Market Act (RT I, 2003, 25, 153 — most recently amended 2023), independent aggregation is permitted in Estonia, allowing flexible resources to be combined outside the traditional retailer–Balance Responsible Party (BRP) chain. Independent aggregators operate as Balance Service Providers (BSPs) and are not tied to a specific retailer or BRP. ISP Estonia OÜ holds a full BSP license under Elering and handles all financial settlements with balance responsible parties in accordance with the Estonian market model.

No. ISP Energy covers 100% of the capital expenditure — hardware procurement, shipping, installation, grid connection upgrades, grid studies, permitting, and commissioning. Your only contribution is the site and the grid connection. We believe clients should not be required to finance the project.
For a Baby BESS installation, you need a grid connection of at least 150 kW with bidirectional capability (ability to export electricity to the grid), plus roughly 20–30 m² of outdoor space for the container. For VPP flexible load participation (no battery), one-directional consumption from 500 kW is sufficient. For utility-scale projects, we consider all voltage levels — LV, MV, and HV. We verify everything during the free site assessment.
